you could, but if you wire i wrongly you may iccur charges if you have to get openreach out to solve it. Look at it this way if your boiler stopped working because a carpet fitter damaged something you wouldnt expect british gas or a plumber to come and repair it for free.
It's only two or three wires and a low voltage.
It is not rocket science.

In some master boxes (such as the type with a removable front section) they go to two connectors marked A and B. Which way around they are connected usually doesn't matter but as Rick Hughes kindly pointed out [/FONT][FONT=Times New Roman,Times,Times NewRoman]some modems (especially older USA sourced ones) and some answering machines are fussy about polarity, so it's wise if possible to check the voltage on the line and connect -48V to the B leg (J2) and 0V to the A leg (J5).[/FONT][FONT=Times New Roman,Times,Times NewRoman]
If you have underground wiring with a small grey connection box by the door the internal cabling will usually be the same type and colour as the extension cabling.[/FONT]

Exactly the same thing happened to me. I got onto the Indian call center and argued and argued until they agreed to take off all the £280 charges. It took a while.
It sounds like a proper scam though. Same fault same behavior from the work man. My bill even went missing for that period and the web site had a message saying that some customers were having difficulty logging on. So the first i knew was when the money went out of my bank. I went mad with the wife and kids for running up the phone bill!
Doesnt sound like a scam, sounds like bad workmanship by the engineers as its down to the work they say they do to whether you get charged or not.0
