Three Valleys bill two part payment

in Water bills
Can anyone help? Why would my water bill ask for the full amount but my daughters bill lets her pay the bill in 2 parts. Mine used to say that I could do it before I made a complaint. They said I had a water meter and I hadn't, they were proved wrong in the end but not without alot of snooty letters on their part. Would I be breaking the law in some way if I did just send half the payment same as my daughter.
