I think those are non EU Duty Free prices probably.
The following link dates from 2003 and the ave pack was 3.4 Euro in Germany

decided to have a lay in this morning . at £2 per pack saving, i have to consider £60 flight, £20 petrol, £6 parking, £20 drinks, snacks, lunch, my time so i would have to buy at least 100 packs to break even which is a lot.0

Hahn has a great duty free shop, probably the best of all the Ryanair airports I've flown through. Tobacco prices are regulated in Germany, so you won't get a better deal buying away from the airport. When I was there in October it was €4.30 for 40g Golden Virginia, normally about £8 in the UK. Cigs are sold in packs of 17 I think rather than 20, and I think I paid about €3.80 per pack for Lucky Strikes. Spirits were also well priced, about £10 for a litre of Jim Beam, that's over £20 over here.0
