If you need to make calls from a mobile, you'll need a local SIM card, and as 3 unlocking is often more complicated, probably a separate phone.
The Greek networks all have similar charges of about 25p per minute locally and int'l calls range up to 60p/min.
Use a callback service like https://www.enlinea.com with a local SIM and you can make calls to UK landlines for US 21c per minute, about 12 pence.0
