Help please with Wanadoo

Not enitirly sure where to post this. You'll find out why.
I have a freind on Wanadoo she is servely disabled and can't get out the house so husband is a full time carer and can't leave her at all.
Since July 15th they haven't had net access. After lots of phone calls to both Wanadoo and BT neither want to take responsibilty for this problem. It isn't there pc's and BT have said there is a problem but have said its Wanadoo's end. What more can she do about it? She has written a letter of complaint to Wanadoo and kept a record of phone chats, who she spoke to what time and date etc.
Now I know that if you are disabled people cant cut off gas and electric etc but what about internet? As at the mo they can't get any food as they do it online and don't have any family near by.
Is there any one they can complain to apart from Wanadoo? They are on a contract with Wanadoo and have 7 months left can they cancel payment for now due to them not reciveing the service? So therefore can they turn round if Wanadoo get nasty saying they are in breach of contract and say the contract says we pay for a service that you provide you aren't providing it so we aren't paying are they within their right to say and do this?
It is and isnt moneysaving hence why I posted it on here.

Try this - if it works, BT speak the truth and Wanadoo speak with forked tongue:Try logging into the ADSL service with these details (make sure she knows her own details before she overtypes them)
Username = bt_test@startup_domain
Password = (ignored)
Once authenticated, you can browse to a single site, "http://www.bt.net/digitaldemo" which currently consists of a single graphic image.There are 10 types of people in the world, those that understand binary and those that don't

Well if it works, it proves that the ADSL part as far as the BT network is working and the fault is with the ISP (ie. Wanadoo).
If it doesn't work, it suggests that the ADSL part isn't working at all - and that the fault is likely to be BT's.There are 10 types of people in the world, those that understand binary and those that don't
