            Nope CTC has nothing to do with fathers. Any family that has a low income is entitled to CTC. regardless if father is present or not.
 Basically the CSA will be taking money from father number 2 and it will have no effect whatsoever in your benefit entitlement.
 So to you, it wouldn't matter if he paid, or if he didn't pay the CSA.

 He does it on a regular basis if you look at his posts.
 To the OP, if both CSA payments come to more than your IS then usually IS stops and you'll be expected to live off the maintenance, CTC and FA. Dependent on the CSA amount you may still get some HB.0
