Yes you can, one thing to bear in mind is you only get 6.5% over £9k. Below that the interest is tiered and not very good. Also your fixed 1 year starts from when your money is paid into or transferred into the account - to get the best bang for your buck it may be better transferring in £9k adding another £1k then then topping up with £2k6 over rest of the tax year. See below opening with £1k wouldn't be very good.
The account is open until 31st May 08, so you probably have enough time to add £1k to your current £9K and transfer the lot in, then add to it. PS- cash ISA limit is £3,600 for 2008/9.
