Most adsl ISP's give you a new IP on every reconnection, cable is different and you keep your IP for longer but TBH I dont think they are blocking people, more likely the prizes dont exist even if that itself is an extreme idea.
Nah do not think they are blocking anything as won loads on same pc.
I think it is just due to the fact that now there are zillions doing comp
