Vodafone unlock

How does this work

I went to a Vodafone shop asked how much it would cost to unlock a phone, £20. When I showed assistant the phone, she said sorry we can't unlock that.
I went to a "phone" man, he said yes it can be unlocked £15.
So Vodafone lost £20 of business, I saved £5.
Why wouldn't Vodafone do it?

    Dot, what phone?
  • Vodafone stores have a limited number of phones they can unlock. You have to ring 191 to get more phones.

    It's a Vodfone 716 (manufactured by Huawei)
The assistant said it couldn't be unlocked, not that she couldn't.
    No mention of ringing anywhere.
I didn't hold out much hope and was surprised when "phone" man said yes not a problem.
