I remember last year's water bill being over £400 (based on rateable value). The bill for the next year has just come through and it's only £340?
Is it possible for rateable value to go down? I'll probably give them a ring just to check I wasn't overcharged last year but I don't want them to turn around and say 'oh we've undercharged you this year' and increase my bill .

There is no mechanism to change the Rateable Value of a property(i.e. increase or decrease)
Look at the RV on both bills.0 -
Sorry to but in but how do you know if your rateable valure is correct? Mine says £315 but I have no idea what this means? Can anyone help?

Essentially you are stuck with the Rateable Value(RV) that was extant in 1990 when the RV system ceased; only the water companies use RV now.
Most(all)?) councils don't keep records of RV that far back. If you own the house it might be on the deeds.0
