I would say the 'big ones' would be:
Bank of America
Citibank

But as Biggles says, unless your in 'rural' Florida where ATM's are not so many just move on to the next one until you find one that doesn't charge.

Biggles- I also have hunted out a Wells Fargo ATM because it was the nearest 'Charge free' ATM, so they are also one of my 'prefered' banks out there....
