One of the most common problems for this is that the security strength has not been set to the required 128bit which most secure sites now need.
In internet explorer go to help > about internet explorer
It should say cipher strength: 128 bit, if it says anything less than this then you are going to have to install the internet explorer security update patch which can be found on their download site.

I am / was having the same problem after changing ISP. the changes i have made are uninstalling avg6 and installing avast, everything was working fine for three days after this change. the problem started after about 3 days.
i am connecting with fast 4.
i have checked the cypher strength which is 128 bitNice to save.0
