1. I think you should free up your council house if there is a chance you can. If you are in a position to buy, then you should let somebody who doesnt enjoy cheap living in your council home. If you partner is refusing because it's more expensive, i think it's incredibly selfish.
2. If your partner gets a mortgage in his name alone, it will only be his salary they take into consideration and i doubt it would be enough for a mortgage if your currently living in a council house, unless he earns lot's of money and you managed to trick the system somehow.
3. It's a really difficult process and alot of costs are involved.0
