Most UK SIMs these days allow roaming or do you mean you want an italian SIM card, so that ringing Italians (in italy) would be just like us ringing friends here in the UK?
If so, the only thing i can come up with is
http://www.0044.co.uk/
I dont know whether its any good or not ... but I guess its a start
Cost is £35 inc10 euros credit
Having said that, the last time i went to Spain, my girlfriend just went into a mobile phone shop and bought a SIM pack there and then, I think it was about £30 with £10 credit already loaded on.
It does help that she's half spanish and also fluent
...
Just found this which may be of interest...

Thanks for the info. The problem with Italy is that you need some kind of personal tax code in order to buy a simcard.I have by chance found a swiss firm that can do it for £8 odd including 5eco call-time. However they need your passport number& home details,I'm not so shure about this. But thanks again.Any posts by myself are my opinion ONLY. you can do this at a local office in most towns ... Agencia Della Entrate I think it is called...
Wind is usually recommended as the best SIM. It has its own calling card called Dialoga International.
