Boiler pressure worries.

Hello, I really hope somebody can help me.
The pressure in my Ariston boiler in my new flat is over three- into the red- and when I turn it on it drips water from underneath. There are two quarter-turn valves and a tap on a pipe underneath it. What position should these be in? At the moment the tap is in the middle, neither turned on or off, and the valves are open. I think. I could probably post a picture or send one to somebody if it's any help. At the moment I have no hot water or heating, and I'm a bit worried. I'm going to bleed my radiators, but they're warm at the top and at the bottom so I don't know if that'll make any difference.
Any help at all would be much appreciated.
