T-Mobile contract (con-trick?)

I've got a recently started contract with T-Mobile but I can't get service. T-Mobile won't acknowledge that the fault is theirs and want a cancellation fee for not discharging their obligations.
Has anyone else had this response from them or is it just that I'm unlucky?

    How long have you been in the contract ?

    You have upto 14 days to return the phone and cancel the contract.

    If it is over 14 days, then you will need to fight for it, Networks can see which "mast" your phone is connected to , so if there is no coverage/service, they can see that you have not used the phone and which mast is not working so they can fix it, i would call their customer service atleast 4 times and explain the situation, if you do that then you have a better chance as 4 different advisors will answer and hopefully all tell you it is their problem or if they can't do anything.

    Either way you will know, ask them if they can tell which mast you are connected to, if they say yes, then they can also see that you are not connected to a mast and hence there is no coverage.
