I think the writer is getting at things like unlit skips / roadworks on dark streets.
As for cars on blind bends etc, it might depend on circumstances. If car had broken down for instance then it would be difficult to prove negligence. Same if you broke down in fast lane of motorway. Advice is to get well away from the vehicle and summon the police.
In your friends case though, it would have been quite obvious the vehicle was there, he just failed to see it. Even if he was able to prove some fault lay with the car owner, he would still lose his NCD.0 -

I really hope I never find myself unconscious in the middle of the road around a blind bend.
The rule is very simple.
Drive slow enough so that you can stop in the distance that you can see.
There could be an unconscious person, broken down lorry, cow etc. round the corner.0
