Reclaim Blocked Drain Costs

Before Christmas my drains were blocked and overflowing with sewage. As it was a Sunday and I have small kids playing in the area I arranged a private company to come out immediately and unblock the drains. I was told some time later that it was something the Water Authority would have done and that I could reclaim the money I spent, over £300.
When I contacted them they told me to send in my receipt and they would reimburse me. They have now told me some weeks later that they won't pay out as I hadn't contacted them first :mad: .
Is this correct and can I do anything about this?
