electric heating advice pls

Me and my partner rent a 1 bed flat.It only has electric no gas. There is underfloor heating but it is terrible.You have to have the immersion tank on for about an hour before the rooms start heating up.
I want to buy heaters/oil filled radiator but have no idea which. We have a 2kw fan heater which we use. I need something that heats up fast and is economical.
Any ideas/advice is much appreciated.
