What is an advanced payment? And a bit of a rant sorry!

Spoken to complaints team today who were completely unhelpful. They were lying to me by saying that the case had only been open since January this year!!!!:mad: So I must have imagined the last 6 years of hell then. What annoys me most is the fact that NRP's employment details, address etc are all on their system, just sitting there.
They then said it would be looked into with due course. I said that this was unacceptable and I wanted to speak to someone senior. This delightful soul then gave me the phone number for another department(can't remember depts name).
Spoke to some kind of specialist team person eventually, and she said she would apply for an advance payment for me. This is a good thing right? Who pays for the advance?, I don't understand sorry! Also should I ask for a compensation payment or is that included?
I am so angry about all of this, have documented names, times etc.
MP still not got back to me either even though I phoned again this morning.

    Hi, I just wanted to let you know about Advanced payments. I got one last year after making a complaint via the Independant Case Examiners office. Complain to the CSA via The Chief Executive, If you are unhappy with the response, go to the I.C.E, They can look at your complaint and ask the CSA to pay you compensation for delays, maladministration (taking ages to sort out your case or giving wrong info) they can also recommend an advanced payment of arrears to recompense you for the way they handled your case.The advance is paid by the CSA but will have to be paid back to the CSA by the NRP when the claim finally ends,most NRP'S dont know that any arrears on a CSA case is collected at small amounts and added to the weekly amount they have to pay, any outstanding arrears will then be collected at the end of a claim so if your kids get a job at 16 the money the NRP's have to pay continues until the arrears are cleared. Im about to make yet another complaint after my Ex gave up his job and put himself on the dole to avoid paying, that was in Oct 07, since then the CSA have done nothing, despite them telling me they would move my case to the enforcement team. I wrote to the Chief Exec 15 days ago and they havent even aknowledged my letter, The I.C.E who i rang for advice have said they will contact the CSA on my Behalf, the CSA will get off their behinds now as they did the last time i used the I.C.E . Keep a log of when u call, who you speak to and keep a copy of any letters you write or recieve, they are useful if you do make a complaint. Hope this is helpful to you, dont give up keep complaining you will eventually get somewhere with the right help.

    Which address do you use when you write to the chief executive? Think I will write to them too.
    Have requested copies of all data the CSA hold on file regarding the case because they have been messing me around for so many years. I will then be able to see the periods of maladministration and be able to ask for those too.

    The only trouble with an advanced payment, is that you are not entitled to it unless the NRP is paying the regular arrears each month. I have been told that I am entitled to the payment due to maladministration, but because ex refuses to pay each month, then they can't give it to me!!!! How mad is that!!

    the csa needs a huge swift kick up the butt, for over 10 yrs, i kept giving them info and each time it was, we will start your claim from today! they shouldve got that into place rather than opening it up with the biggest lies ever about how theyre going to make changes, the only changes theyve made is messing everything back up again! ive never had a penny for 10 yrs, they decided to take action last yr, and im still waiting to see where £2500 is, and growing by £50+ a week, and i seriously can see myself in a nursing home before getting any of that money, but hey ho, they say ring your MP, but what good is that really? got to start all over explaining your case, its all about stalling us.
    i hope you get things sorted, i can only imagine if the boot was on the other foot, i wouldve been chased from day one, its all a con.

    Have you asked them to do a DEO? I did about 6 months ago but apparently they have to give him an opportunity to pay first! What a joke, if someone hasn't paid within 7 years then it's not very likely is it.

    it is a joke! quite frankly, these ppl are the only ones who know how to get my back up as well, what a pity this lot dont work by commission rather than getting paid for the shoddy work they 'dont' do.

    I just rang them and asked why they had put in for an advanced payment when there are no payments. They said it's another kind of advance, meaning compensation directly from them. Spoke to a really nice guy who explained everything I asked in great detail. I think I will try to ask for him in future. He said that what I was told yesterday was incorrect and that my case is with change of circumstances and has been since October. I asked how long they would take and he said up to 12 weeks. It's been 12 weeks already so I will chase them up every few days I think.
    My MP still hasn't been in touch even though I have phoned both offices a few times now. Will ring MP again tomorrow.
    All this is worse than getting blood from a stone. And like emmy05 said, if they were paid on commision I'm sure this wouldn't happen.
