Thinking of signing up to 18866 can i use my free 02 minutes to phone the 020700 access nos

Yes indeed you can use the inclusive minutes to call 01/02 numbers including the one advertised by https://www.call18866.co.uk. What country are you thinking of ringing, using this method? https://www.call1899.co.uk might be better.

As you've got O2 free minutes (assuming Xnet) wouldn't https://www.simply-fone.co.uk be best depending on location dialled?

As you are on 02, try using the Dialwise or Abroadtelecom 0844.. numbers to get X-Net calls. Many 02 plans allow non-geographical numbers within their inclusive minutes, thus saving you the expense of the otherwise good-value 18866 call.

Do a test call before committing to a potentially huge bill, as it is stated on some threads that not all 02 bundles allow inclusive NGNs

What O2 tariff are you on? There might be an alternative way of of achieving this.
