is an ebay shop seller obligated to provide a receipt

This seller is a business,They should have some sort of receipt available to the op.0

I think only VAT Registered Businesses have to provide a receipt.
We provide one with every sale0 -

Paypal and credit card company would/should be able to help only if it shows what the transaction was for, ie it says ring and not just 'transaction', also your insurance company may also cover you insurance wise..0
