is an ebay shop seller obligated to provide a receipt

i bought my girlfriend a ring costing £750 in october, it arrived and we got engaged and she was well happy, however 2 weeks ago she lost the ring, her insurance want a receipt for the claim so i contacted the seller to ask her to provide a receipt as there was not one provided with the ring, so i ask the seller to send me a receipt and she agreed and says she had sent it, nothing has arrived and she has ignored the last 2 emails i sent her. I sent another message today thru ebay. We need a receipt asap for the claim so should this seller be providing us with one ?
i asked her if she could supply the same ring at the same price and she said yes so it means more business for her.

Sorry to say I think you may have real problems unless the seller plays ball. As the sale was completed outside of ebay it has nothing really to do with ebay and any rules they have are not valid for this transaction. Was there any detail on the paypal transaction which would give enough information?0

Eek - if you bought it off-ebay then the ebay rules don't apply! However, since there is significant business potential here for the seller, it might be best to assume she isn't ignoring your mails and keep trying. Have you had enough dealings with her to be able to ask for her telephone details through the ebay console? A friendly chat might be your best next step.0

i know i did not ever expect there to be a problem like this and why i never looked for a receipt before now, the seller is still doing lots of business and i cant figure out why she wont play ball.
it would be good to get a phone number, i might get my g/f to use her login and ask about an item and a phone number. Then i could call her myself.

i just got an email from her, however i also got an email saying it was sent last monday now it was friday, yeah yeah
I sent the reciept on Friday by first class post,for £xxx? If you still haven,t recieved it tommorrow I will resend it or do you want me to fax it through. Ever so sorry I was waiting for headed notepaper, but it definately went on Friday am (I know you must be keen to get it to the insurance company)

I think you have a major problem here in that you actually have no proof as required by any insurance company, of the cost of the item.
You have a private sale so no receipt is required or implied. The paypal invoice does show an item number but with no breakdown of costs. It could be thought that maybe the price paid included extras, or even postage rather than just a ring The item number when tracked back to ebay doesn't help at all as it shows a start price of £79.99.
If you ask over on the insurance board where there are experts I am sure you will be told that this could be seen as a 'scam' claim.Step away from it for a moment and look at it through the eyes of an assessor. What if (and this is only an outside view and I am not for one moment suggesting this is the case here it is just what could be implied), you make an arrangement with a colleague to pay across £750 and link it back to an ebay item that shows as unsold. You choose an arbitary amount of £750 and a year later make an insurance claim..you can see why if you look at it like that why I think you have a problem.

Im pleased that seller appears to have sorted out a receipt for you and that she has recognised it needs to be on her business paper. Sounds like she is trying to help you now, but if nothing comes through, isn't there a record of the transaction on your paypal account history?
Sellers are not obliged to provide a receipt. But if I were purchasing something of that value, I would ask for one. I'm sure you would next time!0
