I wouldn't be surprised if there were a lot of people that didn't know about the rule changes. Hey there are a lot of punters that don't even know you can put cash into an ISA

Anyway, it was listed in the FAQ

A lot of people have not even heard of an ISA, even though it is rumoured that Ted is suggesting it as the next cancer cure!

Personally I'll find the overall limit increase and the ability to easily transfer cash ISAs into stocks and shares ISAs a little more useful, but then that's just the way I am!
Would make more sense in Puntersville if it was the other way round - you do the stocks and shares thing when you're a young whippersnapper, then move it into cash when you're an old git...

Although cash ISAs are far more costly to the treasury so there is logic from the Govt point of view.

I work in the office of a blue-chip which is full of 20-50 year old people. You'd expect that demographic to be as clued up as any other regarding ISAs. Not only do they not know the limits, but in the past year four of them (out of 12) have approached me asking what an ISA was. None of them had one or knew anything about them, other than a vague idea that if they were going to save "an ISA pays the most interest doesn't it?"
