Royal Mail fines for incorrect postage

at work we're always getting the wee cards telling us to pay up before they will deliver someone elses incorrectly stamped mail - I've learnt that if you just ignore them for a week the postman will bring them along anyway !:T0

Sorry for dredging up a thread, but I am a little annoyed....
This morning I had a card left requiring me to pay £1.06p for a letter to be delivered. 6p is the underpaid charge, £1 is the admin fee and while I do not mind paying the fee for postage, I do take kindly to something which should be delivered to me being held hostage.
Now from my travels, I was under the impression that interfering with the delivery of mail (ie adding an artificial delay) was illegal and that Royal Mail have a duty to give the mail to the sender whether postage is paid or not. If anyone can confirm/dispel this (especially with reference to acts or case law) it would be greatly appreciated.

the mail is removed from the mail stream and has to be handled through the BR (business response) service
its far more intensive over the sdtandard mail route
heres one for you to ponder
it took me 3 hours yesterday to process,sort,check charge accounts,sort cards,sort items for delivery etc etc purely for my delivery office
so with all the handleing up to that point,then 3 hours of my time,then the posties delivery the cards
followed up by dealing with the accounts later for paid/unpaid items
returned charges etc
so excessive?
your not held hostage,you get a choice to pay or not pay
if only people had such venom for the senders who fail to pay the correct postage?
