Problems with Gas Combi Boiler help pls

Hi there, on my combi boiler the black needle is between 0 - 1 and the red needle is just sat below number 1.
When i turn the heating on the boiler struggles but after a while the needle is cofortabley sat between 1 and 2. Sometimes i have to run the hot water to move the needle up before the central heating works.
What i have tried as advised by someone was :
Try to fill the boiler back with water by turning the tap on the system.
There was 2 taps. 1 did nothing when turned and the other water leeked out of it when i turned it. Is there anything i can do ? Thank you
