    Erm, No. On newbuilds all the cables including BT go underground (cue the Jam lyrics...)

    i was stung with this charge when i moved into my brand new property...the guys who came done a bodge job of the installation as it had left me with 4 unsightly drill holes on the side of the house (the'd drilled in error)... i refused to pay bt the £77 pounds installation for the poor workmanship and was advised to send in a quote to fix it..which i did and got a cheque back from bt for £90 pounds.
