PC probs can anyone help

Hiya my son's pc is poorly he reckons hes not done owt..yea right!!! kids grrrr
When he turns it on it goes to the black and white where it says start windows in safe mode, normal mode etc.
I have clicked on safe mode and normal mode it starts to reboot up then goes back to that screen
Is this gonna cost me loads to fix or is there a way i could have a go, by way i not got any disks for me to reload stuff.

tried them all been sat all afternoon on his pc fed up of seeing that screen now, the worse thing is that i used to have an xp disk i lent it out and her kids got hold of it and ruined it:mad:0 -
