Talk talk broadband issue and what is Broadbank provisioning?

Hoping someone can help!!
Forever I have been unable to utilise free broadband as my exchanges had not be updated though capable of 8mb connection speeds.
I receive a bill at the beginning of January ''Free Broadband From Talktalk''. I though Great I'm paying £15 for just 2mb broadband with them.
So £16 per month later I'm to receive my landline, 8mb broadband and international free evening calls with Talktalk.
3 weeks later, they've activated the land line and the call package though not the broadband. At the moment I'm paying £10.50 for landline, £5.89 for the call package and then £15 for my old broadband connection. What the hell? You think they would just have to switch my package to the free one.
I phone the customer services helpline and they indicate that the exchange has not been updated and will continue to be charged higher rate and therefore no free broadband for approximately 6 weeks (unable to provide exact date)
They've credited me £30 for the connection (cheek anyway considering already customer) and £30 for the broadband so covered for two months.
I went on the website this evening and it says ''Please call talk talk there is an issue with the Broadband provisioning''
What does this mean? Sounds like one big con to get you to sign up pay full wack until we sought our act out. Surely to offer such an offer its there issue that the exchange is not sorted. :mad:
There is a 30 day cooling off period before an 18 month contract starts ... I'm worried they have stated it will be at leat 42 days untill they sought out the telephone exchange for the broadband. :eek:
Anyone encountered this and is there a solution?

I recall post,s on here before where Talk Talk have still been charging people for broadband that should be free.0

How do you establish who is charge of your exchange?
What I dont understand is how they tell you you're now in the free area and then tell you your not once you've signed up.

Complained to talktalk ....
Ended in an argument with them being unable to tell me when they were going to upgrade the exchange for the free broadband and in the interim rather than charging me £16 as per the contract, they would charge me over £30.
The contract was sold to me fraudulently as far as I'm concerned and got nowhere with their customer services / technical support (based in Africa) who couldn't understand what I was asking.
I have now cancelled my contract for talk 2 and broadband over the phone this evening with immediate effect and contacted BT to take my line back.
BT informed me if Talktalk had taken over my service completely it would have cost around £130 to return.
So please beware. I have been on the 2mb connection for 2 years with no problems. With my recent experience being so horrific spending an hour on to customer services, that was enough for me!!
AVOID TALKTALK AT ALL COSTS ... CHEAP DOES ALWAYS MEAN QUALITY!!0
