Nope - official PO instructions. I've read them.

There's nothing to stop your smaller branch ignoring them if they wish. They can always pretend they have seen your receipt. There's no-one to check up on them.

But even some quite small ones do euros and dollars (only) on demand so maybe yours is one of them

Plenty of people going abroad for a hol would buy them off you.

Good point. As a frequent business traveller I will always buy US dollars or euros from friends and colleagues - and typically at a rate halfway between the sell and buy prices which does both parties a favour.
