mate i dont think thats the case, maybe it is if you have large number of foreigh currency but i have exchanged euros before without any problems even though my local one is small.
Nope - official PO instructions. I've read them.
There's nothing to stop your smaller branch ignoring them if they wish. They can always pretend they have seen your receipt. There's no-one to check up on them.
But even some quite small ones do euros and dollars (only) on demand so maybe yours is one of them0 -
Sell them to someone you know.
Plenty of people going abroad for a hol would buy them off you.
