you can pick up recorded item slips from the post office,so an item number doesnt mean anything0

I got all 3 slips here but here is the email from paypal
Your account access limitation cannot be lifted at this time.
Unfortunately, the tracking information you provided does not yet show
delivery. As we are unable to confirm the destination address with the
tracking provided, until the merchandise is delivered, we cannot take
any
action until delivery has been made. Please contact us again once your
tracking information confirms delivery so we may complete our

I don't see what paypals problem is here. They have asked you to have your last 3 items sent by a trackable method and you have done so, I assume you have the recorded delivery slips to prove it.
The fact that one items hasn't been delivered is irrelavent, it was sent by a trackable method as per their request.
The fact that one shows as undelivered is entirely relevant. Paypal require all items to be tracked to delivery as proof of delivery, you can pay whatever you want and send it however you want but if you do not show DELIVERY then you have not complied with paypal requirements. There are still some newer users who consider just sending it recorded is enough, it is not.
This is a huge frustration to me as it relies on the Royal mail doing what we pay them to do anyway. I had a problem recently that was discussed on here where I used special delivery to send a large item worth well in excess of £100. I assume the buyer has that item as he has left me positive feedback yet it does not show as delivered. I would therefore lose a paypal chargeback if buyer starts a claim. I have been in correspondence with both RM and Postwatch about this and no one can see this is a problem
Post Office even told me to claim for loss as it must be lost..yet how can I honestly make a claim which i believe would be fraudulent? I am well aware of the need to have the items trackable in order to have paypal protection. I am also aware of the need to prove delivery and not postage. However having an item tracked does not guarantee delivery.
The OP in the start of this said "got my account limited last Friday and was asked to do a few tasks photo id, address, bank etc. And one of them was get my last 3 items tracked."
The OP has complied with their request and has had the last three items tracked and has the tracking numbers for them.
I suspect the only option left to you is to get written confirmation from the buyer that he has the goods. Issue a claim against the RM for lost goods, when the come back and say it has been delivered take both of these and option a small claim against paypal for however much they are holding.

Oh well I guess that leaves the small claims court. Does anyone know if anyones has tried taking action against RM for breach of contract or fraud as they take money for providing a service and than don't provide what is paid for.0

You will be wasting your time.It will just be put down to human error.Like soolin said you can make a claim upto £34 for the recorded not being signed for but knowing it was received would be technically fraud.
As for Paypal won't they accept the recorded slips as proof of postage? Plus surely the pos feedback is some indication the customer is happy.0 -
I going to ring RM first and see what that have to say as i need to have proof this was delivered. Paypal dont care about the buyer being happy they can still do a chargeback on me.
I'm also going to find out the local sorting office and speak to their manager about this and if there is anything he can do. Maybe get the buyer to sign for it again?0 -
I'm not sure charging people extra for signed for delivery and then failing to do so 25% of the time could be classed as human error, surely RM should be held accountable for this sort of activity.0

If you read back a few posts you will see that paypal don't want proof of postage, they want trackable proof of delivery. Also see the sticky thread on this board called helpful hints and see post 8. That post outlines the only acceptable online tracking that paypal accept, receiving feedback is not on there.
In this case the OP has done everything that paypal require and all should have been 100% OK. The difference is that Royal mail have failed to do what they are supposed to do and have out the OP in an intolerable position to which there is no easy way out. Paypal rules are clear and whilst the OP understands them and has complied with them the RM have not.
