When did you email? From past experience HK/China sellers take a while to respond, not helped by time differences. Maybe try emailing again

You can put a claim in now, and I think I would if you have had no responses or other contact.

I have ordered a few items over the yrs from Hong Kong, etc. and most times the items arrive with no problem. Sometimes however, things can get lost or you just plainly get ripped off but then again...that can happened anytime and with any seller worldwide.
Anyways, I would contact the seller again and also claim thru paypal!

Unfortunately according to the Op the seller does not respond to email enquries and I would have thought that very few sellers would risk surface mail anyway due to the chargeback problems when delayed.

Log into paypal and there should be a tab near the top called something like 'resolution centre' . Click on that and follow the instructions, make sure you open the 'item not received' claim.
