problem with my boiler

I have a Worcester Bosch 24 CDi boiler. I have had this since 2004. It has been working brilliantly since then.
However, in the last few days we haven't been getting any hot water. In fact the only time we get hot water is when we switch on the heater button on the boiler (you know with the thermostat). Other then that, no hot water. Even with the heater switch on, sometimes hot water comes and sometimes hot water doesn't. We don't what's going on. Also we don't get any water coming through our toilet either. Both of these happened at the same time.
Anyone knows what's going on?
The middle red light on the boiler (which has the tap sign on it) doesn't come on either. We only getting cold water however we do get hot water only when we put on heater.
If it helps, this happened at a time when our main water pipe was leaking and was in the process of being repaired and the workers did switch the main water pipe off several times whilst our boiler was on and heating was on.

Do you have a hot water storage cylinder? Is it possible that they have left a stopcock not fully opened somewhere and it's causing a vacuum in the system when you try to drain off water?If you do what you've always done, you'll get what you've always got.

Good evening: Diverter or diaphragm needs replacing...common faults on combination boilers...we have same boiler and it has recently exhibited the same behaviour...fortunately my OH is a CORGI/plumber.

Not sure about hot water storage cylinder. It is an old house. We do have the usual water tank in the attic.

I have you found this exact problem with my 28 Cdi boiler. Will it cost me a lot to get the problem fixed by a professional? Or is it a part I can buy and get somebody handy to fit for me?
Advice much appreciated.
