My mother needs to turn off her water supply but it looks like the water co fitted her meter on top of the stopc o ck , how does she now turn off her water? as the inside one is knackered too.

On our water meter (On our boundary) there is a thickish blue handle that replaced the original stop valve.I used to be indecisive but now I am not sure.0

Depends on the make of meter fitted, it wont have been fitted over the stop tap there should be a handle next to the meter if its missing use a large flathead screwdriver and put into the hexagon shape to the right of the meter0
