Orange Say Wait 3 Months To Unlock A Phone That I Bought On Ebay?

I just bought a NOKIA 6301 on ebay which is locked to ORANGE. I spoke to ORANGE today who told me to get a pay-as-you-go sim, register and then ask for the phone to be unlocked. So I bought a sim card, registered and called ORANGE again to be told that I would have to wait 3 months before the phone could be unlocked? Is this correct?, or does anyone have any other suggestions as to how I can get the phone unlocked? Thanks in advance.
