Question about Mobile Phones in Turkey

Does anyone happen to know if you can buy a SIM card in Istanbul, Turkey for a Turkish mobile network, WITHOUT having to buy a phone?
I know in the UK there are plenty of 'SIM-only' options, but could do with having this verified.
To anyone with knowledge on the ground- where is the best place to go in Istanbul for this?
My brother works in Istanbul and my mother is going to visit him in a couple of weeks. Last time she went she used her UK mobile to call him on his mobile and the bill was astronomical. So getting a Turkish SIM seems the best option.

We go to turkey twice each year and we put turkish sim cards in our phones. (some phones will not accept them but ours do they are nokias) They can be bought at any mobile shop (loads of them) can`t advise where they are in istanbul as we dont go there.
