Rather than being like a public execution, I'd say it's more like someone being blindfolded & told that someone will come in & touch them, & just being left to wait for it to happen. So they wait & wait, but nothing happens, though they occasionally hear noises outside the door that make them think someone's about to come in the room. After a few weeks, someone comes in & says the whole thing's cancelled due to lack of interest, because the person they thought would do the touching can't be bothered, as they've been there done that..

You may be sure of that, and even the OR could be sure as well, but the info regarding your BR must still be put out there in the public domain.
Extra creditors do pop up sometimes, even when the BR swears 'black and blue' that they were all on the SOA. The procedure of publicising the BR is there to protect both you and the creditors in the event of any mistakes/errors/unknowns.
