"Sold as seen" and "untested" item was faulty - does this warrant a neg?

I bought a camera flash the other day which was sold as "[working] the last [time] it was used but I have to sell it as seen as I have no way to check if it works." It arrived yesterday and although it's in fantastic condition it doesn't work at all (won't charge).
Well of course it was working the last time it was used: if it doesn't work you can't use it!

It was as described, it sounds like it was in excellent cosmetic condition, if it was delivered quickly and postage was reasonable I think the seller deserves a positive

yup i would say nearly all untested items are known faulty.
bid with the expectation of not working and if it does its a bargain(maybe)

That's a bit unfair on some bigger sellers, a lot of returns often include items that, for example have a small scratch on but work perfectly. Sellers and auction houses who handle large amounts of this stock really don't have time to test. For smaller sellers, you are probably right, ie if someone is selling a DVD player a untested/sold as seen and only has one, then there is a high probability it won't work.
