had a new line put in on friday and had old line swapped over on to it, done due to poor net speed, told new line would be 4mb but currently hitting 0.26mb so rather peed off after spending the cash to get a new line put in!!!!

as normanmark said, it does exist, try to refrain from unplugging /turning off your router for the 10 days if possible to give yourself the best chance of a decent sync.
usually within 3 days the line will have settled down to its 'final' speed.

Basically in the 10 days what happens is the automated service will change your ADSL profile (in terms of speed) over the 10 days to find the MSR (Most stable rate), at the end of the 10 days the service will identify that MSR an locks the profile (speed that the line can handle) to that line.

    :)
