I would rather have a paid for optional system rather than any "free" system that was mandatory.

They can - but it doesn't mean they will. In your previous post you said the following:
What would HMPO have that a pension administrator didn't have? Both would access death records in the same way.
They don't. The key difference is that government departments are 'fed' the information - they are passive recipients. Private pension schemes have to access such information pro-actively, either by subscribing to a mortality screening service or making regular forays into the GRO. That doesn't always happen.
The point matters because people regularly - and inaccurately - think that using the Tell Us Once service will automatically enlighten all the relevant pension providers, and see no need to tell the relevant schemes themselves.
Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!1 -
@Marcon - should have qualified my comments with "in my experience". You're right that when a pensioner dies the "family" should always notify the pension admins to avoid excessive overpayments.

I mean a passport is the only ID I could reasonably get hold of from their list of options.

Another way to look at it is you claim Universal Credit and they refuse to pay it until you pay them £100.

I had no ID other than what i have now when I opened that account, if I remember right they used my Natwest bank account as ID.

If photo ID is now vital to exist as a citizen in this society shouldn't it be supplied free by government to everyone ?
There are people who live on a war pension ( i used to ) and having to pay £100 for a new passport for ID is a big loss, that cannot be right ?

@Silvertabby mentioned a Veterans ID card in an earlier post. Was that on the list of acceptable IDs you got? She said it was free.
I was in Iceland today and they now make you show ID to qualify for the over 60s discount. It is getting everywhere.

That is something you would need to take up with your MP.
As other posters have said, it doesn't matter what people think is right.
It is what it is right now.

I was in Iceland today and they now make you show ID…
Presumably you'd have needed your passport to get in in the first place…? 😉
