Well what use would a current passport be then - it doesn't prove the holder is still alive, they could have died up to 10 years ago.

What would HMPO have that a pension administrator didn't have? Both would access death records in the same way. Not sure what else might categorically (nearly always) prove that someone was dead.

I have been wondering the same thing. If you look at the proof of life form the DWP send out to overseas state pensioners, they have to sign the form in front of a witness (police, lawyer etc) and the witness has to confirm that they have seen photo ID of the pensioner (Passport being one such ID) and fill in the passport number. So it is not so much a "send in your passport" thing as a "prove who you are by presenting your passport and yourself to someone trustworthy" thing. I am assuming that is what is going on here.
There are only three things mentioned in the form as acceptable photo ID; passport and driving licence being the obvious two. The third is National Identity Card. I didn't think we had such a thing in this country.

I have one as I have dual nationality. They are issued as adjuncts to passports in many EU (and other?) countries, often called 'Passport Cards'. Allows another official Photo ID in credit card size.
I've only ever used it in 'soft' ID cases like picking up parcels or prepaid tickets.

Armed Forces pension? If so, they should accept a Veterans ID photo card, which are free.

The obvious one which springs to mind is the "Tell us Once" service. Administrators of private pension schemes wouldn't have access to that.
Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!1 -
Does anyone else recall a very similar thread?

If your MP has failed to sort this out for you, it really doesn't matter what people on here think.
It's what your pension provider says is necessary.

Is this an MOD civil service pension or MOD armed forces pension?

Another way to look at it is to ask yourself if you would be happy if they told you someone else was alreaady claiming your pension, and that they had sent in a photocopy of a gas bill as proof of who they were etc!
Think first of your goal, then make it happen!1
