Super thanks as usual @Coupon-mad ! I'll get authorisation from my landscaper and file the appeal on their behalf. As far as I can tell, Elite has forwarded all PCNs around here to DCB Legal. I know they practically always discontinue before a hearing, but it's a pain to be on the defending side for my contractor, which is why I'm helping out. This whole thing is not doing residents any favour: contractors don't want to come here anymore and neither do family friends; using this system in a part of town that has terrible mobile reception is absolutely awful. Also knowing that any hiccups result in £100 PCNs as instructed by the lazy land owner.

Why do you reckon POPLA will be unsuccessful, even if the landscaper appeal? Aren't grounds such as not in bay, missing period, and wrong POFA wording worth pursuing with them?

    Not in my experience, no.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
