Horizon Parking
Hi,
I stopped at the Premier Inn en route to my home in Scotland (M6J44) from 15:07 to 15:39.
I waited patiently behind two other individual guests who were booking in, to see what availability and room rate was.
It was more than I was prepared to pay, so I used the loo and left.
I did spend some time sorting out the boot of my car not realising about the parking charge potential.
Today I received a fine for £60 if paid within 14 days.
Just wondering if I have to pay it ?
Thanks in advance for any advice.

Anyone?
I'm thinking I do have to pay......

I'm thinking the opposite

Thank you, I did look at that thread earlier and again just now.
Amazed as I am that someone has taken the time and trouble to post the absolute wealth of information that is contained there....I'm afraid it just fries my brain.

Even though you live in Scotland and you can just ignore the daft invoice, if the hotel won't cancel it?!
Absolutely NO paying.
My advice assumes they wrote to you at your Scottish address, and that's your permanent domicile. If yes, you are untouchable.
Not sure how it fries anyone's brain when all you need to look at is minimal: the only bit applicable to you is to read the tiny bits about people who live in Scotland, which my thread clearly tells you is different.
Oh and do look at post 4 there as well. The pics of the tedious £170 debt collector threatograms to ignore. We don't want anyone posting about those ever again so look at them now and laugh when those letters arrive.
Nothing will happen. It isn't a fine and there's no keeper liability in Scotland.
But you really should search the forum for:
Parking law change keeper liability Scotland
…and read what's changing next year sometime. You are getting keeper liability, same rules as apply to people in England.
Obviously it's a new law change, so it is not going to be retrospective so doesn't apply to this PCN but you need to gen up on what's changing and be much more careful of complying with signs on private land.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It's a speculative invoice, you will not find the word "fine" on any sign or letters, Horizon are just a private company who have joined a parking club that has found a way of frightening people with threats.
If you park in an authority owned car park you will see simple signage with clear rules and no ANPR cameras much of which is universal around the country easy to understand fair and above board.
In private unregulated car parks the signage is often confusing, full of as many extra rules as they can make up. Signage is often even missing or hidden and they use ANPR or CCTV or attendants hide in cars or behind bushes all designed for profit there is no fair above board parking management. Don't let these scammers fool you, especially if you live in Scotland they can't get you to court on this.

Out of interest, was this a "validate your parking on a tablet" site?

Thank you so much for taking the time to answer.
I'm sorry, I confess to skipping the people who live in Scotland parts as I wrongly assumed that as the "offence" was in England it wouldn't apply.
I was aware of the default ignore if it happens in Scotland, and the change that is coming and will be sure to read up on that in advance.
Thankfully, the above is only the second one I have ever had as I'm generally careful where I park and use paid car parks normally.
Thanks again.

I believe so as according to Premier Inn page for the hotel it says...
"Parking at Premier Inn Carlisle M6 Jct44 hotel
Free on-site parking is available during your stay at this hotel , The car park is ran by Your Parking Space. Please ensure you enter your car registration into the tablet at reception to validate your free parking."1 -
I hope I've got this right...I've emailed (as the registered keeper), the Premier Inn manager at Carlisle asking that he/she gets the charge cancelled.
No contact made with Horizon.
As mentioned in last post, charge is from Horizon but P I website states it's Your Parking Space...not important I guess since you lovely people have enlightened me that I don't need to pay it anyway!

Your Parking Space and Horizon Parking share login systems and cross-functional operational integration, in other words YPS provide the parking payment and booking system which is supposed to sync with Horizon's ANPR system. Horizon monitor the data incoming and then delight in sending out PCNs where the on site time doesn't match the payment. YPS always take a percentage of the parking payment, Horizon only get money out of victims that pay up after making a mistake.
