Hi.

I have just come across this site after a battle with UKCPS and now Moorside. I have tried to consume as much info as possible with the help provided on the Newbies thread today.

I was issued PCNs for a ‘no stopping’ in a train station for a few seconds on 2 occasions. One came as PoFA and one non-PoFA.

Moorside sent me a 30 day LOC. I replied not admitting the driver etc.

They have responded as follows:

**********
Thank you for your recent correspondence.

Although this Parking Charge Notice was not issued under POFA 2012 and therefore does not allow us to pursue the registered keeper for payment, we are still legally entitled to seek payment from the driver of the vehicle at the time of the incident.

Our basis for pursuing these is that we/the client has reasonably concluded that you were the driver. We have concluded this because; you were offered the opportunity to nominate a driver and did not, you have been provided all the information you would need to ascertain who was driving, and therefore we are reasonably concluding it was you.

You have already made representation to our client, who have responded accordingly. We cannot overturn their decision.

In our client’s letter rejecting your appeal you were offered the opportunity to refer your appeal to an Independent Adjudication Service provided by our clients Accredited Trade Association. You did not take this step, and we must advise that all appeal avenues have now expired.

It is unclear why you would need to inspect any agreement between our client and the landowner as you are not party to that agreement, nor could it aid your dispute or any potential defence.

Please be advised that the original amount of each PCN was £100.00. As outlined in the notice, a reduced amount of £60.00 would have been accepted as full and final settlement if payment had been received within 14 days from the date of issue. Unfortunately, as no payment was received within that time frame, the opportunity to pay the reduced amount has now expired. As a result of continued non-payment and additional charges, the balance has increased and now stands at £170.00 for each PCN.

The additional charge which has been levied on your Parking Charge of £70 is the amount set out in both the British Parking Association and International Parking Community Codes of Practice as the amount which may be added to a Parking Charge when a Parking Charge remains unpaid and when further recovery is required. Our client is a member of the International Parking Community which is a government approved Accredited Trade Association (ATA) for Private Parking. Our client adheres to the ATA’s Code of Practice. The £70 does not represent the cost of recovery but is a reasonable amount in relation to the Parking Charge amount, in order to encourage early payment of the Parking Charge without the need for debt recovery. It is a fair amount set by our client’s government-approved Accredited Trade Association Code of Practice. There are however also costs incurred by our client in relation to debt recovery services.

Please note that you remain liable for the outstanding charge of £340.00.

Please note that we will not be addressing any further correspondence related to disputes of the same nature, as we have already provided you with a response. However, should you wish to raise a new dispute, we will investigate the matter further and respond accordingly.

We ask that you make the full payment of £340.00 within 7 days of receipt of this email.

If you fail to respond or make payment, we may be instructed by our client to issue legal proceedings against you. This will incur further costs and fees that will be added to the outstanding balance. You may wish to seek independent legal advice.

**********

Do I need to be worried at this stage, or can I still succeed with getting this dropped after coming across this forum? Thank you guys in advance for any help you can give me

I personally would laugh at the tone and content of their message and still 100% wouldn’t pay as you will have no doubt seen from the “Newbies” thread.

Was this at Leeds station? If so have a search of the forum for other similar cases. There was also a BBC article about the site approximately 2 months ago which will help

On the basis that you haven’t admitted to being the driver and the fact that they aren’t using POFA then they are going to struggle proving who was driving.

Moorside phishing for the driver and they cannot assme it was you and you are not compelled to say, no obligation.

PLUS MOORSIDE has added a fake £140, 2 x £70 which is DOUBLE RECOVERY and not allowed by the courts. As far as quoting the industry code of conduct, it is totally unregulated and not legal or a law.

Moorside has ignored the Supreme Court v Parkingeye ruling which clearly stated that the ticket price covered the cost of operating the scheme, IE: NO FAKE ADD-ONS which is called the OSNER SCAM.

    OSNER BEING A DEBT COLLECTOR

If this does go to court and it's not POFA, AS SAID THEY WILL STRUGGLE

Thank you for your kind replies.

Am I OK to jump back on here for more advice if I receive anything else from them?

Leeds station no stopping? Been there, done that, got the discontinuance :D

For the non-PoFA one, when the time comes to fill out your defence, you can probably (almost) entirely copy paste mine. Assuming the particulars of claim you'll receive follow the same template as mine, you'll just need to make minor changes to suit your own case.

And even for the PoFA one, many of the points still apply, so feel free to adapt it.

Were you only there for seconds each time? How long, did they evidence it with pictures, or just one?

    Which month and year?

Are these really old PCNs, or events in 2025/2026 during the roadworks?

The roadway beside Leeds station is a supposed 'no-stopping zone' but there are no double red lines and no repeater 'clearway' signs. And it's also a drop off zone, so how does that work?

The Leeds station farce explained by the BBC:

    https://www.bbc.co.uk/news/articles/c99lezgpnk4o

On 24th Feb 2026, a Leeds Council Scrutiny Committee meeting covered an update on Leeds station improvement works. It also included some discussion about how much of a problem there is dropping passengers off.

It was apparently announced that as part of the work the authorised drop off area was going to be closed temporarily and all drop offs will be in an area of the car park access road and beyond, which is covered by UKCPS surveillance.

A poster asked at the time: Who would be surprised if they 'forgot' to turn off the cameras until they were found out?

Certainly looks that way, given the BBC article is dated June 2026, so clearly the situation is catastrophic chaos.

Covert CCTV & ANPR in the hands of private firms is worse than clamping.

Clampers used to put up sparse signs & run out with a physical 'ring of steel' (the wheelclamp) and extort £150 - reportedly 'with menaces' - before it became a criminal offence in October 2012.

    Compare that conduct with nowadays:

This sector put up sparse signs & remotely set up CCTV or ANPR as a covert  'ring of steel' and try to extort £170 with menacing written threats and then court claims.

This is far worse and enabled by the DVLA and MoJ who both appear blind to the consumer harm and facilitate it with no human checks and automated systems: KADOE and MoneyClaim Online, neither of which should parking firms be allowed to use in bulk, IMHO.

Here are some threads about the Leeds Piccadilly site and how to defend:

Thanks so much tbu271 and coupon mad, really appreciate the info and support 🙂👍.

Leeds station is just set up to cause maximum confusion and therefore maximum income generation. The actual drop off point is coned off with temporary plastic barriers - these are actually on google streetview since 2021 so hardly temporary. There are no red lines, there is a patch of red tarmac on the opposite side of the road so it’s just a confusing mess. I have a blue badge and was overwhelmed where you are supposed to go and they have large barriers blocking the view of the blue badge spaces. There is an actual sign in the original drop off zone which says ‘no stopping’ How do passengers get out - do you just throw them out without stopping!!
The PCNs were from Jan this year. Paused for about 30 seconds on both occasions, mainly to see where vehicles are supposed to go it was chaos and so confusing with barriers everywhere. 2 photos provided on the PCNs.

    Thanks again everyone.

    Scam, innit?! Relax. No paying.

"Do I need to be worried at this stage,"

    Not at all!

"…or can I still succeed with getting this dropped after coming across this forum?"

Yep, by defending the inevitable claim using the Template Defence, same as all the others caught at this trap. No costs, no CCJ risk, nothing bad.

See it off when the claim comes and they'll end up discontinuing in 2027.
