    All you can do is to keep telling them you don't have an address for him and that he is sofa surfing.

    My father had this problem years ago when my nephew (his grandson) was using his address as a c/o address to receive post. His single person's discount was removed but eventually reinstated.

    You could try speaking to your local councillor, to see if he or she can help.
