How to find who the landowner is or their agents

1. If a retail park, check on any signage which lists the on-site outlets
2. Ask retailers on the site if there is a managing agent
3. Sometimes there is a Totem with names of managing agents such as Jones Lang Lasalle or Savills.
4. Ask retailers on the site to whom do they pay rent
5. Contact the local authority and ask who pays the non-domestic/business rate for the car park (some councils have a spreadsheet on their website)
6. Contact the local Valuation Office and ask if they know. They often have a website which might provide the information
7. Contact The Land Registry and for around £7 they should be able to provide definitive detail
8. If you haven't already done so, give us the name of the car park/site/location, we may have seen other cases there.

It looks like Tesco own this site as there are newspapers reports concerning contact between the local planning authority and Tesco over a failure to complete some environmental work which was part of planning permission and more recently objecting to Lidl store next door.

Possibly one for the CMA.

Also if Tesco (or any one else ) mis represents the truth when someone is demanding money, could this be seen as something more serious?

Horizon have cancelled the PCN at appeal stage 😀 here is their email:

Thank you for your recent correspondence concerning the above referenced Parking Charge.
 Having fully reviewed the case, I can confirm the Parking Charge has now been cancelled and no further action will be taken in this matter.

Horizon invests in both the technology and infrastructure required to manage
parking facilities on behalf of its clients. As with any technology, errors can unfortunately occur. Whilst
errors are mercifully rare, there are a number of possible reasons why a vehicle registration may be either missed or unreadable by an ANPR camera. These can range from another vehicle driving too closely to the
photographed vehicle during busy periods, through to a number plate that is obscured due to poor weather conditions or dirt. It is apparent that a capture of your vehicle has been missed on this occasion. When problems are highlighted to us, such as in this scenario, we are able to investigate and apply remedy.

Please note that once the Parking Charge is cancelled the contact details are removed from the Parking Charge and will not be retained for any purpose or shared with third parties.  We are, however, required to retain images and appeal correspondence for a period of 2 years by DVLA and 3 years by the BPA and are not therefore

Double dip sussed, then!

Thing is, they are not meant to shift the burden to the consumer to 'highlight' it to them. The Code of Practice requires human checks in advance of even getting DVLA data, expressly to identify double visits and avoid even posting wrongful PCNs.

About what? I already complained to the Tesco CEO office, in store and via facebook - they couldn't give a monkeys and told me to go to Horizon
