You should know not to do any of that because you are awaiting your NTH first, as I already advised (and that letter from the lease firm also tells you this).

The Notice to Hirer will be a PCN addressed to you.

You are waiting to see if the parking operator includes the additional documents which POFA requires in order to transfer liability onto the hirer - in most cases they screw this up and it gives you an easy get out of jail card.

So you cannot yet determine the exact appeal to use because you do not currently know the basis of that appeal.
