Who do I make the refund claim against?
Flights booked through Lastminute from Leeds/Bradford to Dulles, USA.
BA was the ticketing agent as the flight operator was Aer Lingus. Flight delay was due to poor weather at Dulles.
Return flight took off 1hr 25 min late and landed 2h23m late, supposed to land 05.15 but landed 7.38am, and we missed our connecting flight which was at 7.10am.
We were put on a Ryan Air Flight at 3.15pm which landed at 4.15pm in Bradford.
Our Aer Lingus flights had a 23kg allowance but Ryan Air only allow 20kg so had to pay excess baggage fee of 90 Euros.
So who do I make the claim against?

A claim for what? The 90 Euro? I can't see anything else you have a claim against other than maybe the cost of a lunch in Dublin airport. I assume was Dublin as you missed this out.

Assuming you booked one ticket as a through connection (and not two separate flights) then Aer Lingus, as the operating carrier, are responsible and you should claim against them for the excess baggage cost and reasonable food/drink during your delay.
Severe weather generally counts as exceptional circumstances so you probably wouldn't be due any additional compensation, but you can always ask! Travel insurance is also a possibility, so check your cover, although they won't pay out for things that should be covered by the airline.

Yes the 90 Euros as I didnt expect to pay that as Are Lingus had rebooked the flights through Ryan Air and then at the counter Ryan Air said pay excess baggage fee.

OK well if you go in asking for compensation (the word you used in thread title) it is likely to muddy the waters, you merely want a refund of your out of pocket expenses.
As already suggested and going off your original post, poor weather was the cause of your delay.
