    Chitty on Contracts (34th edn, Sweet & Maxwell 2021), vol I, para 15-121:

    "'On' or 'upon' may mean either before the act done to which it relates, or simultaneously with the act done, or after the act done, according as reason and good sense require the interpretation with reference to the context, and the subject matter of the agreement."

    Assuming it said, "pay on exit" and not something tighter like, "you must pay before leaving the site".

    Usual defences notwithstanding (sorry, recently bought the book 🤓).

    Here's the NTK, which is POFA worded:

    The keeper should just appeal with proof that the occupants of the car did 'pay on exit'. Also quote Chitty on Contracts, as above. Tell them to cancel it or he'll see them in court but there was no loss, so there is no debt to pursue.
