That was my concern too, as my Lebara contract is a recurring card payment not a direct debit.
Assumed Talkmobile would be a direct debit, since they are on the Santander list (and Lebara aren't), but perhaps not.

When it says "Have never had a Santander switch bonus". Is there any way to tell if I have had one at some point in the past? I might have had one 20 years ago, but I don't really remember?

As @danny13579 stated, the list published by Santander is a mess, so I am not surprised if it is riddled with inaccuracies. Otoh Talkmobile might also sell 1yr+ SIMO contracts which use DD so technically the list is correct. If you want 30-day SIMO contract that you can cancel anytime (at 1mth notice), you will want to check that it doesn't use CPA style payment.

Can the 2 direct debits be for the same company? Say I have 2 O2 direct debits does that count?

My wife has never had a Santander account but is a stay at home Mum with no income. Once the £1500 has been deposited, is there an expectation for this, or any amount, to be deposited ongoing? Obviously there will be enough money in there to cover the DDs.
Also, the T&Cs state that a minimum of £200 is to be deposited into the linked saver, can I put in as much as I have to get the 8%?

To be eligible for the switch offer, you have to deposit £200 into the Regular Saver account within 60 days of requesting your switch.
The requirements of the Regular Saver account are that you can deposit whatever amount you like into it up to a maximum of £200 per month.

Thanks. It was the following line from the headline offer that made me question the saver amounts (not the T&Cs as I first stated):
+ Deposit at least £200 into a new or existing Regular Saver Account.
The words 'at least' suggests that I could deposit anything above that.
